About
I am a PhD candidate in the joint Law, Science and Technology programme (LAST-JD) of the University of Bologna (CIRSFID) and Vrije Universiteit Brussel, funded by the China Scholarship Council. My doctoral project, “Legal and Policy Analysis on the Commercialisation of Non-Personal Data from China's Outer Space Program”, applies the Calabresi–Melamed entitlement-analysis framework to space data governance, with comparative reference to US and EU space data regimes. The programme is scheduled to complete in October 2026.
Before Bologna, I obtained an LLM in International Law / International Space Law at Xiangtan University, where my master's thesis on data protection in international scientific cooperation projects on China's Space Station was awarded Hunan Province Outstanding Master's Thesis (2025). I hold the China Legal Profession Qualification Certificate, Class A (2021).
Research & Policy Focus
- Space data governance and international cooperation — legal protection of non-personal data from China's space programme; data-sharing in scientific cooperation on the Chinese Space Station and the ISS; space-based climate observation data and equitable access.
- Comparative space regulation (China · EU · US) — large-scale LEO constellation governance; space resources and lunar exploration data-sharing; trade controls of aerospace products; classified-data protection regimes.
- Multilateral space security and arms-control governance — COPUOS and PAROS-related processes, the Long-Term Sustainability framework, and state positions on direct-ascent ASAT testing.
- Emerging issues in space governance — space traffic management and collision-avoidance compensation rules; AI-enabled space operations and liability; commercial space competition and civil–military integration.
